A well written book but still hasn't answer the main question that reader like to know, why and how China able to perform better and faster than India? Dr Bhalla had answered the Indian part: caste, huge gap between plan and implementation, conflict of interest between implementation agents and the mass...etc. But why China can do? They are many communist countries, what so special about China to achieve such result. The book was written more than twenty years ago, surely he didn't predict China able to create miracle after miracle in the next two decades. Hence, if Dr Bhalla able to point out the reason for China's success two decades ago, than we will not be too surprise in the Chinese achievement in the last twenty years and also twenty years to come.
